Is the Carter County Annex Closed?
Yes. The Northeast Correctional Complex Carter County Annex was a minimum-security TDOC annex at 188 Old Railroad Grade Road in Roan Mountain. Tennessee's fiscal year 2021-22 budget records the closure and states that prisoners and staff were moved into vacancies at the main Northeast Correctional Complex. The Carter County location is not a current prison, release office, or place to call about present confinement.
Older government contracts and directories can remain searchable long after a facility closes. A hit that repeats the annex name or street address proves only that the source once referred to the site. It does not show that a person is held there now or was released from there recently. Current FOIL status and official TDOC records control the answer.

Search Former Carter Annex Inmates
The TDOC Felony Offender Information Lookup, or FOIL, is the durable public route for current and former Tennessee felony offenders. It is statewide and follows the person beyond a single building. Search by name and compare identifiers, or use a TDOC ID or State ID when an official record supplies one. FOIL may show status, location, sentence, release, parole, or probation details for a covered person.
- Open the direct Tennessee FOIL search and enter the strongest known identifier.
- Review all same-name results and compare the TDOC number, name details, and available descriptors.
- Read the exact current status and location rather than assuming the former annex remains involved.
- Note any release or sentence label exactly as displayed; do not rename a field “projected” unless TDOC does.
- Request the archived offender file if the public detail does not establish the historical annex stay or release event.
An inactive FOIL result means TDOC does not list current incarceration, parole, or probation in that result. The public landing material does not define one single event behind every inactive label. Read the detailed sentence and release fields, then request the older record when the legal discharge date or type matters.

Give your contact information, the full offender name, TOMIS or TDOC number when known, date of birth when needed to identify the file, and a precise description of the record. For a former annex case, ask for the dates and basis of confinement at the Carter County Annex, the transfer that followed closure or another move, and the release or discharge information maintained in the state file. TDOC says archive-search charges may apply and directs requesters not to prepay. The agency will notify the requester when the work is complete.

Confirm Former Annex Release Status
A state-prison release has three parts. The TDOC record shows the custody event and sentence calculation. A court judgment supplies the legal sentence. FOIL or a supervision record shows the status that followed. A parole grant by itself is not a completed release because the release plan, record checks, and TDOC authorization still must be completed.
TDOC Policy 511.03 describes state release safeguards that include checking electronic and institutional files for judgments, revocations, and detainers; reconciling sentencing papers; comparing sentence information; completing a release checklist; and obtaining final Sentence Information Services authorization. These are state procedures and should not be described as Carter County jail practice. Read Carter Annex FOIL Status
FOIL covers current and former felony offenders in the Tennessee system, not every person booked in Carter County. An incarcerated result should be read with its current TDOC location. A parole result supports community release under TDOC supervision. A probation result can follow a direct community sentence or split confinement, so it does not alone prove a state-prison release. An inactive result needs the detail record or archive to explain the historical event.
When FOIL conflicts with a remembered facility name, use the current record. The closed annex cannot be a current location. When FOIL conflicts with an old web page, record the date of each source and ask TDOC to confirm the offender number, location history, and applicable release entry. Carter Annex Release Date Terms
Projected, eligible, granted, released, and discharged are not interchangeable. The public FOIL documentation does not promise a field literally called “Projected Release Date” or “Tentative Release Date.” Capture and repeat the actual label in the person detail. A Release Eligibility Date, often shortened to RED, marks potential parole consideration under the sentence calculation. It does not show that the Board granted parole or that the person physically left custody.
Sentence credits, offense date, sentencing range, consecutive terms, new judgments, revocations, detainers, Board action, release-plan approval, and data corrections may change the path. Tennessee has no universal 85% rule. Tenn. Code Ann. § 40-35-501 contains offense-specific and date-specific rules, while § 41-21-236 addresses sentence credits. These statutes are not a safe basis for a personal web calculation. The actual TDOC status and release record confirm the event.
Carter Annex Parole Records
The Tennessee Board of Parole decides parole for eligible felony offenders and may revoke parole for violations. TDOC, not the Board, calculates the Release Eligibility Date. A favorable recommendation or grant still stands apart from physical release. FOIL is the public person search, while Board hearing information explains schedules and outcomes.
The Board says state-prison and county-jail schedules are updated weekly, generally Monday or Tuesday after a Monday holiday, and current schedules are requested through BD.HearingSchedules@tn.gov. Older schedule pages may remain online. Legacy entries can list the TDOC ID, name, hearing type, scheduled date, and institution or group. Schedules change, so verify with the Board at 615-741-1150.
No current standalone statewide parole-decision results database was confirmed. The Board's decision-appeal material defines outcomes and limited appeal steps, but it is not a person-results search. FOIL, the TDOC record, and Board contact each answer a different question.
Annex Records Versus Carter Jail
The Carter County Detention Center is an active county jail operated by CCSO. The annex was a TDOC state-prison site and is closed. County jail releases begin with the CCSO booking and release record, Tennessee VINE, and Carter court file. Former annex records begin with FOIL and TDOC Records Management. Mixing those paths can create a false no-result or send a request to the wrong office.
The active Carter County Detention Center release page covers the local jail route. A person can have both a Carter jail event and a later TDOC history, but each record should be described with its own dates, custodian, and disposition.
Other Carter Custody Systems
Neither the annex nor its closure resolves federal or immigration custody. BOP's locator is specific to federal Bureau of Prisons sentences. ICE ODLS is specific to immigration detention and has display limits. U.S. Marshals pretrial or transport custody is checked through the relevant federal court or district. A no-result in one system must not be treated as a universal release.
No active TDOC prison, federal prison, ICE detention center, or municipal jail located in Carter County was established in the reviewed official material.
